What is a te3 file and how do I open a te3 file?

TE3 files are object files used by the WinTrack railroad design software.   This may be a vehicle, building, tree or other 3D object.  The software includes impressive 3D views and a 3D editor.  The software comes in two versions, one English and the other German.
